نقش‌ سیاستگذاری مدیریت شهری در توسعۀ اشتغال و مهارت‌افزایی

چکیده
اشتغال در شهرها و نقش شهرداری‏ها در توسعۀ آن، یکی از مباحث اقتصاد شهری است که موافقان و مخالفانی دارد. از منظر قانونی، شهرداری‏ها مسئولیت مستقیم در ایجاد اشتغال ندارد، اما با وجود اهتمام سطح عالی مدیریت شهری به مقولۀ اشتغال، مدیران در سطوح میانی و خرد با عملیاتی کردن مجموعه‏ای از اقدامات نهادی و عملیاتی می‏توانند در ایجاد و حفظ اشتغال یاریگر مراجع رسمی متولی اشتغال باشند. شهرداری تهران سازمانی است که ارتباط مستقیم و گسترده با مردم دارد و به همین دلیل در زمینۀ اشتغال مهم‏ترین نقش آن می‏تواند تسهیل‏گری باشد. به ‏عنوان مثال، شهرداری تهران می‏تواند در ایجاد و حفظ اشتغال، مجموعه‏ای از اقدامات حمایتی، زیرساختی، هماهنگی و مهارت‏‏افزایی انجام دهد. به‏ بیان دیگر، شهرداری کالبد شهر را مدیریت می‌کند و می‏تواند با اتخاذ سیاست‏های فعال و غیرفعال در بهبود اشتغال و کسب‌و‌کار در شهر تهران مؤثر واقع شود.

The Role of Urban Management Policy-Making in Employment Development and Skills Enhancement

چکیده English

Employment in cities and the role of municipalities in its development is one of the topics discussed in urban economics that has both supporters and opponents. From a legal perspective, municipalities do not have direct responsibility for creating employment. However, despite the high level of urban management's concern for the employment issue, managers at the middle and micro levels can assist the official employment authorities in creating and maintaining employment by implementing a set of institutional and operational measures. Tehran Municipality is an organization that has direct and extensive contact with the people, and for this reason, its most important role in the field of employment can be facilitation. For example, Tehran Municipality can take a set of support, infrastructure, coordination, and skill ـ building measures to create and maintain employment. In other words, the municipality manages the physical structure of the city and can be effective in improving employment and business in Tehran by adopting active and passive policies.
