واکاوی پارادایم‌های خط‌مشی‌گذاری شهری تهران در پرتو سیاست ملی شهری

چکیده
خط‌مشی‌گذاری شهری در کلان‌شهر تهران طی دهه‌های اخیر دستخوش تحولات پارادایمیک بنیادین بوده است؛ تحولاتی که در غیاب یک سیاست ملی شهری منسجم، عمدتاً واکنشی، پراکنده و فاقد انسجام نهادی بوده‌اند. این پژوهش با هدف شناسایی و تحلیل پارادایم‌های خط‌مشی‌گذاری شهری تهران در پرتو مفهوم سیاست ملی شهری انجام شده است. رویکرد پژوهش کیفی و مبتنی بر پارادایم تفسیری ـ انتقادی است و داده‌ها از طریق تحلیل اسناد، مصاحبه‌های نیمه‌ساختاریافته با ۱۲ نفر از خبرگان مدیریت شهری و تحلیل مضمون گردآوری و تحلیل شده‌اند. یافته‌ها نشان می‌دهد خط‌مشی‌گذاری شهری تهران از پارادایم اول (برنامه‌ریزی کالبدی ـ فضایی) از طریق پارادایم دوم (مدیریت رشد شهری) به سمت پارادایم سوم (حکمرانی شبکه‌ای) در حال گذار است، هرچند این گذار ناتمام، غیرخطی و همراه با تنش‌های نهادی است. محور اصلی این تنش، تعارض دو رژیم متضاد شهرفروشی در برابر شهرنفروشی است که ریشه در فقدان درآمدهای پایدار شهری و ضعف سیاست ملی شهری دارد. بر این‌اساس، مدل مفهومی فضای خط‌مشی‌گذاری شهری تهران ارائه می‌شود که چارچوبی تحلیلی برای فهم پیچیدگی‌های خط‌مشی‌گذاری شهری و راهنمایی عملی برای مواجهه با مسائل بدخیم شهری فراهم می‌آورد.

Analysis of Urban Policy-Making Paradigms in Tehran in the Context of National Urban Policy

چکیده English

Urban policy-making in the metropolitan city of Tehran has undergone fundamental paradigmatic transformations in recent decades; transformations that, in the absence of a coherent National Urban Policy, have been largely reactive, fragmented, and lacking institutional coherence. This study aims to identify and analyze the paradigms of urban policy-making in Tehran in the light of the concept of National Urban Policy. The research approach is qualitative and based on a critical-interpretive paradigm, and data were collected and analyzed through documentary analysis, semi-structured interviews with 12 urban management experts, and thematic analysis. The findings indicate that Tehran's urban policy-making is transitioning from the first paradigm (physical-spatial) through the second paradigm (growth management) to the third paradigm (network governance), although this transition remains incomplete and contentious. The core of this tension is the conflict between two opposing regimes, "city-selling" versus "city-preservation", rooted in the lack of sustainable urban revenues and the weakness of National Urban Policy. Accordingly, a conceptual model of Tehran's urban policy-making space is presented, which provides an analytical framework for understanding the complexities of urban policy-making and practical guidance for addressing urban wicked problems.
