نقش پسماندهای خطرناک خانگی بر پیامدها و آسیب‌های شغلی کار در مراکز دفن پسماند شهری به روش دلفی: یک مطالعۀ کیفی

چکیده
کارکنان بخش مدیریت پسماند در مراحل مختلف این فرایند، از جمع‌آوری تا دفع نهایی در معرض مواجهه با ترکیبات مختلف موجود در پسماند‌ها و آسیب‌های ناشی از آن‌ها قرار دارند. ماهیت خطرناک برخی از انواع پسماندهای تولیدی توسط خانوارها می‌تواند در ایجاد و تشدید آسیب‌های شغلی کارکنان حوزۀ مدیریت پسماند مؤثر باشد. در این پژوهش در گام نخست، با روش اسنادی و مطالعات کتابخانه‌ای به جمع‌آوری کلیۀ پیامدها و آسیب‌های شغلی مترتب با دفن پسماندهای شهری روی کارگران و کارکنان مراکز دفن در پژوهش‌های پیشین پرداخته شد. در گام بعدی پیامدها و آسیب‌های شغلی مستخرج به منظور رسیدن به آسیب‌های شغلی با بیشترین تأثیرپذیری از حضور پسماندهای خطرناک خانگی به منظور اجرای تکنیک دلفی در اختیار پنل متخصصان قرار گرفته و آسیب‌های شغلی به‌ترتیب میزان تأثیرپذیری از پسماندهای خطرناک خانگی رتبه‌بندی شد. پژوهش حاضر نشان می‌دهد از میان 19 آسیب شغلی مترتب با کار در مراکز دفن پسماندهای شهری، 6 پیامد که مرتبط با نگرانی‌های ناشی از ایجاد جراحت‌ها، حوادث و بیماری‌های مرتبط با کار و از کار افتادگی ناشی از آن بوده، بیشترین تأثیرپذیری را از حضور پسماندهای خطرناک خانگی در جریان پسماند شهری دارند. در راستای عبور از شرایط کنونی می‌توان با استفاده از ظرفیت مادۀ (8) قانون و محاسبۀ بهای خدمات مدیریت پسماندها بر اساس روش PAYT و همچنین، جلب مشارکت مردمی با ارتقای آگاهی عمومی و فرهنگسازی (با بهره‌مندی از ظرفیت مواد (6) و (21) قانون مدیریت پسماندها) در جهت افزایش مشارکت عمومی در مدیریت پسماندهای جزء ویژۀ پسماند عادی گام برداشت.

Determining the Impacts of Household Hazardous Wastes on the Occupational Injuries of working in Municipal by Delphi Method: A Qualitative Study

Workers are exposed to the various compounds of waste and their consequences, in different waste management stages from collection to final disposal. Hazardous characteristics of some kind of household waste may affect occupational injuries in the waste management sector. This study aimed to investigate the occupational injuries of household hazardous wastes on municipal waste landfill workers by the Delphi method. The method used in the present study is classified into descriptive and qualitative categories. In the first step, all the consequences and occupational injuries associated with working in municipal solid waste landfills are extracted by reviewing previous studies. Next, extracted occupational injuries were ranked according to the degree of vulnerability to the presence of household hazardous waste based on the Delphi method. Findings of the present study shows that among 19 occupational injuries related to working in landfills, 6 occupational consequences including workplace accidents, healthcare, work-related illnesses, job stress, premature disability, and work indifference were detected as the most vulnerable to the presence of household hazardous waste. In order to encourage citizens to separate waste at the source of production, steps can be taken to increase public participation in the management of household hazardous waste, by using the capacity of Article (8) of the law and calculating the cost of waste management services based on the PAYT method, as well as attracting public participation by promoting public awareness and culture (taking advantage of the capacity of Articles (6) and (21) of the Waste Management Law).
