چکیده
محبوبیت بودجه‏ریزی مشارکتی به عنوان یک رویکرد نهادی برای مشارکت دادن شهروندان و استفاده از نظرات آنان در مدیریت شهری روز‌به‌روز در حال افزایش است. بودجه‏ریزی مشارکتی به عنوان یک روش جدید در مدیریت شهری، به منظور افزایش شفافیت و مشارکت شهروندان در تصمیم‏گیری‏های شهرداری، به طور گسترده‏ای در سراسر جهان پذیرفته شده است. این روش، با توجه به نقش بسیار مهم و حائز اهمیت شهروندان در توسعه و پایدارسازی شهر، برای جلب همکاری و مشارکت آنان در فعالیت‏های شهرداری، به کار گرفته می‏شود و به عنوان ابزاری قدرتمند در جلب همکاری و مشارکت شهروندان در فعالیت‏های شهرداری است. با این‌حال، بودجه‏ریزی مسارکتی در ایران روشی نوپا بوده و به‌تازگی مورد توجه قرار گرفته است. از این‌رو، در مطالعۀ حاضر نگارندگان کوشیده‏اند تا با بررسی فرایند و سازوکارهای متداول استقرار بودجه‏ریزی مشارکتی در شهرداری‏های کشورهای توسعه‏یافته، چارچوبی را برای پیاده‏سازی بودجه‏ریزی مشارکتی در شهرداری‏های ایران طراحی و معرفی کنند.

چکیده English

The popularity of participatory budgeting as an institutional approach to involve citizens and use their opinions in urban management is increasing day by day. Participatory budgeting, as a new method in urban management, has been widely accepted worldwide in order to increase transparency and citizen participation in municipal decision-making. Considering the very important and significant role of citizens in the development and sustainability of the city, this method is used to attract their cooperation and participation in municipal activities and is a powerful tool in attracting citizens' cooperation and participation in municipal activities. However, participatory budgeting in Iran is a new method and has recently been considered. Therefore, in the present study, the authors have tried to design and introduce a framework for implementing participatory budgeting in Iranian municipalities by examining the common processes and mechanisms of establishing participatory budgeting in municipalities in developed countries.
