چکیده
این مقاله به بررسی و تحلیل الزامات پیاده‌سازی حکمرانی مشارکتی در مدیریت شهری با تأکید بر تجربۀ عملی طرح «من شهردارم» در شهرداری تهران می‌پردازد. با اتخاذ رویکردی تحلیلی و مبتنی بر مرور گستردۀ منابع کتابخانه‌ای، مقالات علمی و گزارش‌های مدیریت شهری و دولتی، این تحقیق به ارزیابی دیدگاه‌ها و تجربیات جهانی در زمینۀ حکمرانی مشارکتی و مشارکت مردم در ادارۀ شهر می‌پردازد. تحلیل کیفی داده‌ها بر استدلال منطقی، مقایسۀ تطبیقی و شواهد متنی استوار است. نتایج نشان می‌دهد یکی از ارکان اصلی حکمرانی مشارکتی، گشودگی دولت است که شهروندان بتوانند در تصمیم‌گیری دولت آغوش خود را در زمینه‌های شفافیت، مشارکت و پاسخ‌گویی باز کنند. همچنین، پیاده‌سازی حکمرانی مشارکتی به ایجاد ارتباطی دوسویه بین دولت و شهروند نیاز دارد که این ارتباط خود مستلزم وجود نظامی کارآمد است. پذیرش نقش شهروندی توسط مردم یکی از الزامات مهم در حکمرانی مشارکتی است. آخرین الزام در گشودگی دولت، بودجه‌ریزی شهروندی است که به عنوان رویکردی نوین در مدیریت شهری، بر مشارکت فعال شهروندان در فرایند تخصیص منابع و تصمیم‌گیری‌های مالی تأکید دارد. در این رابطه، ‌طرح «من شهردارم» به عنوان بستر پیاده‌سازی حکمرانی مشارکتی مدیریت شهری شهر تهران و به عنوان اولین و منحصر‌به‌فردترین تجربۀ کانون توجه قرار گرفت. همچنین، می‌توان نتایج این تحقیق را برای شهرها با پشتوانۀ سیاسی و اجتماعی یکسان با شهر تهران به کار گرفت. با بررسی موفقیت‌ها و چالش‌های این طرح، مقاله راهکارهایی برای تعمیم و بهبود فرایندهای حکمرانی مشارکتی در مدیریت شهری ارائه می‌دهد.

چکیده English

Article examines and analyzes the requirements for implementing participatory governance in urban management, with a specific emphasis on the practical experience of the “I am the Mayor” project within Tehran Municipality. Employing an analytical approach based on an extensive review of library resources, scientific articles, and reports on urban and governmental management, this research evaluates global perspectives and experiences in participatory governance and public participation in city administration. The qualitative data analysis relies on logical reasoning, comparative analysis, and textual evidence. Key findings indicate that a fundamental pillar of participatory governance is governmental openness, enabling citizens to actively engage in decision-making processes through transparency, participation, and accountability. Furthermore, successful implementation necessitates a robust two-way communication system between the government and citizens. The acceptance of civic roles by the populace is identified as a crucial requirement for participatory governance. Finally, citizen budgeting, a novel approach in urban management that highlights citizens’ active involvement in resource allocation and financial decision-making, is presented as another vital element of governmental openness. In this context, the “I am the Mayor Project” stands out as a pioneering and unique experience in implementing participatory governance in Tehran. The study’s outcomes are also applicable to cities with political and social backgrounds similar to Tehran. By scrutinizing the project’s successes and challenges, the article proposes solutions for generalizing and enhancing participatory governance processes in urban management.
