Operational Policy-Making for Post-Earthquake Fire Management in Tehran Metropolis

Abstract
Although major earthquakes can cause extensive destruction, the resulting damage can be even more severe when combined with subsequent events such as post-earthquake fires. Analyzing past incidents of fires following earthquakes reveals that their impacts can be long-lasting and significantly affect infrastructural, social, economic, and environmental aspects. This paper presents comprehensive strategies for managing the risk of post-earthquake fires in urban areas, encompassing both pre-disaster preparedness and post-disaster response and recovery. Pre-disaster strategies focus on increasing public awareness, improving the safety of buildings and infrastructure (including gas, electricity, water, transportation, and communications), and ensuring rapid response capabilities. Key measures include public education programs, safety assessments of critical infrastructure and buildings, and the development of guidelines to mitigate potential hazards. Post-disaster strategies prioritize rapid damage assessment, efficient resource allocation, and the minimization of secondary fires. These involve quick evaluations of initial damages, performance assessments of fire stations and water supply systems, establishing secure communication channels, and safely evacuating populations. The recovery phase emphasizes learning from the incident, rebuilding resilient infrastructure, and conducting thorough assessments of the economic impacts of post-earthquake fires. The paper underscores the importance of realistic planning, continuous evaluation, and improving modeling accuracy to reduce the devastating consequences of such events.
