The popularity of participatory budgeting as an institutional approach to involve citizens and use their opinions in urban management is increasing day by day. Participatory budgeting, as a new method in urban management, has been widely accepted worldwide in order to increase transparency and citizen participation in municipal decision-making. Considering the very important and significant role of citizens in the development and sustainability of the city, this method is used to attract their cooperation and participation in municipal activities and is a powerful tool in attracting citizens' cooperation and participation in municipal activities. However, participatory budgeting in Iran is a new method and has recently been considered. Therefore, in the present study, the authors have tried to design and introduce a framework for implementing participatory budgeting in Iranian municipalities by examining the common processes and mechanisms of establishing participatory budgeting in municipalities in developed countries.
